Ouachita Loop Major Investment Study

The Louisiana Department of Transportation and Development (LA-DOTD), in partnership with the Federal Highway Administration (FHWA) and the Ouachita Council of Governments (OCOG), conducted a Major Investment Study (MIS) of feasible alternatives for the proposed Ouachita Loop around the Monroe/West Monroe urbanized area. 

Work on the MIS began in July 1997 and was completed in the fall of 1999.  LA-DOTD hired a consultant team, led by the HNTB Corporation, to perform this study to determine the most effective strategy to meet the area's existing and projected travel demands.  Subconsultants that worked with the HNTB Corporation on the Ouachita Loop MIS include Lazenby & Associates, Inc. (West Monroe), Leader et al. (New Orleans), Fernandez Plans, LLC (New Orleans), and Coastal Environments, Inc. (Baton Rouge).
